Fuel tank deflector?

Found a piece of thick plastic on the garage floor a few weeks back, but had no idea where it came from. Today, iI found where it came from. I'm guessing it's a deflector to prevent debris from striking the fuel tank. Is this correct? How critical is it that I replace it? Thanks

Can't be too critical because you have to take them off if you put the BOSS Quad pipe setup on the car.
