This won't help the O P but the Enkei RPF1 in a 18 x 9.5 weigh 18.6 lbs. Cost me a little under $350 ea. Performance isn't cheap.

when you get them installed post pics. This are the set of wheels I'm looking for my car but cant find good pictures of them in a s197. Also, what offset did you go with?
I have 18x9 and 18x10 GT4 wheels. iirc they are 24 and 25lbs respectively. if I am wrong I am close. over what you want for weight however not by much and still lighter than your 19's.
you can get a set of GT4s with tire, mount, balance, and shipped for about 1300-1400+ depending on the tire you choose form either latemodelresto or american muscle.
I know you had a limit on rim cost, but if you go to one of those 2 sites and get the full deal you will probably be saving money over doing everything seperatly.
btw latemodelresto has the wheel weights on the page.
I also did a ton of searching when I was looking for my wheels. if you want to get 18's under 23lbs you are gonna have to open your wallet.
also look carefully at the rims you get. some of those super light rims are designed for track use only. which means if you hit a pothole you could break them and not get a warrenty honored because you used a race wheel on the street.
one you might want to look into though are the jonbloed wheels. I wanted to get these but I am unsure if they are reliable for street duty and the GT4s mounted and balance was just so much of a better deal.

I love my GT4s, but if Jonbloed rims are wrong, I don't wanna be right LOL.
I feel so dirty looking at these!!! I want some soooooo bad!
