You're doing a burnout in the water? That's no bueno.
Here's what I do: Go around the water, put the car in reverse and back into the water. Spin the tires over just a little. Pull up a few feet in front of the water box and rev to 4 or 5k, dump the clutch and hold the brake. I don't do that long of a burnout. Maybe 3-4 seconds, but you may need to do it longer since you're making more power.
If they're et street radials then 15 psi is way too low. At the least you should try 18 lbs. hot.
If you're bogging at 4500, then try 5000 and from then on bump it up by 200 rpm's until you get it to spin a little. Then back off a little.
