Phaser spring/lockouts

Ok so I was installing my livernois -10* lockouts and I decided to watch a video to insure I was doing it correctly. I had up until the point where it said to put the second long bolt on the phaser under the spring. I looked for a minute only to find that neither of my stock phasers have this second long bolt that goes under the spring (they do have the bolt that retains tension on the spring). My question is will it affect anything since I'm locking them out not having that added spring pressure from the second bolt? I'm at a stopping point until I get a good answer.

The thing is that actually the spring seems different too, the two bolt version seems softer than the one bolt one.
