Sig and avatar jacked up

My sig and avatar keep getting jacked up. Everytime I sign on, it's different. Is there anything I can do to prevent this? Is this a Window's issue, Internet Explorer issue or a RETARDED MOD issue? Please help.

I just put a lock on my avatar and sig so it can't be tampered with.
