No they did not come with the car. They are off a 2000 mustang and no spacers.

The 99-04 offset is most likely why they look 9"

this plastidip makes me want to just paint my wheels on a boring afternoon now, anyone know how it reacts to plastic?

I ordered the CDC rear panel and it always looks shiny and oily, so i removed it, a nice flat black plastidip coat might push me towards re-installing it

It works fine on plastic. A lot of guys have done emblems and badges with it.
