It depends on how much money's been spent modding them and what you consider fast.

NA bolt ons only: high 12s
NA bolt ons + cams: mid 12s
NA bolt ons + heads/cams: low 12s
NA bolt ons + HCI: high 11s
NA bolt ons + HCI + stroker: mid 11s
Forced induction 450rwhp: mid 11s
Forced induction 550rwhp: high 10s
Forced induction, built engine, 700rwhp: high 9s

I think a 3V is still a pretty good starting point for an 11 second "do-it-all" build if that's fast enough for you. I have roughly $20k Can. (around $15k US at current exchange rates) into mine including what I originally paid for a stock 43k mile car 9 years ago. I'm not sure there's another car I could have done that with. Of course, I'm now at the limit of a lot of stock components and going any quicker would get expensive.

my 3v is pretty quick compared to stock making about 510rwhp but doesn't feel like it is much faster or faster than my 14 gt with fbo

I'm not up on all the jargon. What is HCI in Dino,s reply? I would guess high compression but the I im not getting. What ever it is I need me some. ok maybe it's heads, cams, intake? but I would have thought the intake and TB would have been in fbo. Maybe it's internals(pistons)?

I read these threads to learn and because I enjoy it. I had a question and maybe others that read it would also. I also need info to get my 3v up to speed so to speak. There are a lot of old threads that just stopped without closure, sort of like reading a book that someone ripped the last chapter out of. Thanks for your help Brother JJ SCP.

Full bolt ons on a 3V are considered to be the following list of external bolt on mods plus a tune without disturbing the stock long block:

Induction side
CAI
Throttle body upgrade
CMDPs on stock intake manifold

Some might consider an aftermarket intake manifold to be a bolt on, although IMO it's of little value if you still have the stock cams & heads.

Exhaust side
Headers
High-flow mid-pipe

Engine parasitic hp losses
Underdrive pulleys
Electric water pump

Drivetrain hp losses
Aluminium driveshaft
Lightweight flywheel

HCI = Heads (ported), Cams, Intake manifold. This will also include upgraded valve springs

IMO doing heads, cams, intake manifold, and a 62mm throttle body is a waste of money unless the engine's already been torn apart for some other reason and you have the opportunity to upgrade those items.
That money would be better spent either on an On3 Performance turbo kit or a supercharger kit (Department of Boost, Edelbrock E-Force, Paxton Novi 2200SL).
Realistically low 11s is about as fast as you'll get with a stock short block (450rwtq). If you want a 10sec time slip, upgrade the short block with forged rods/pistons and billet oil pump gears.
