I don't know about 19's, but I run Toyo R888's on the track and hear they are a great street tire too.
R compound, so wear is fast, but you can get used tires pretty cheap, most are 18's though

Not that great in rain and loud as hell. They sound like jet plane at 80mph.
Try Bridgestone Potenza good grip and not rated as semislicks

With 19x9.5" wheels you can should be able to run 275 width tires on all four corners. 275/40-19 should work well and is close to the same diameter as the stock tire if you have a '05-'09. You didn't say what year you have.

If you want something inexpensive in that size, try the Hankook Ventus V12 evo K110. The people I know using that tire are very happy with it.

There is also the Yokohama S drive. Its receives plenty of great reqiews.

The 2011 Mustang GT witht he brembo brake package has this model of Pirelli tire

If you want something narrower, try 255/40-19. Both the Hankook Ventus V12 evo K110 and Yokohama S drive are available in that size along with the Pirellis on the 2011 GT's.

Some of my friends have the Continental ExtremeContact DW on their cars and love it. Its a new design that sticks pretty well.

When I looked around, I noticed that quite a few of the really sticky streetable tires (Potenza RE-11, Direzza Sport Z1 Star Spec, Ventus R-S3, Pilot Sport Cup, PZero Corsa, ADVAN Neova AD08, and ADVAN A048) have very limited selection or none at all for 19" wheels. Maybe that will change with 19" wheels becomming more common.
