PCM Code and Tune Strategy Swap

Had a question for related to PCM Code (e.g XZE2) and correlated PCM Strategy (e.g FPAF0A3), specifically around swapping PCM Strategies.

I noticed from two different tuning companies I have been working with, one swapped the PCM strategy to FSAD0T2 with the same PCM code (XZE2) while the other kept the stock PCM strategy.

With the tune running FSAD02 which I understand is the bullitt strategy, it ran great for the most part, but had some odd start up characteristics and decel popping that wouldn’t go away despite revisions, and P0300/P0316.

The other tune has the stock FPAF0A3 and has much better start up characteristics, no decel popping and no P0300/P0316.

Question I have, is it common for some tuners to use other strategies instead of the factory strategy and PCM code? If so, can that cause some of the issues above?
