It's not the tool per say. You have to have the right tool and the right product.
Here's what i use for " small scuffs, and minor paint correction.

http://www.amazon.com/32-oz-Menzern...GX54/ref=sr_1_5?ie=UTF8&qid=1320711050&sr=8-5

removes scratches as deep as 1000 - 2000 grit sandpaper would do. And 2000 is pretty thin.

There's another I use to take care of " spider scratches "

http://www.amazon.com/Menzerna-Supe...GRWA/ref=sr_1_3?ie=UTF8&qid=1320711050&sr=8-3

It's always nice and shiny when done. I don't have recent pics but here's a pic from 4 years ago after I clayed it, used menzerna 106, and waxed with meguiers NXT2

You're in the Maryland area. So I'm sure you've heard of Hermann from Horsepower by Hermann. He has a detailer that goes by the name of Asphault Rocket on detailing forums. His name is Dana. By far one the best out there, bar none. Contact him if you want it done perfectly, but he doesn't come cheap.

But, if you can take your finger nail and your finger nail catches it, more than likely it can't be removed without paint failure in the future. I personally use a rotary, M105, M205, and Ultrafina. It's definitely a skill that requires alot of practice to get good at it.

This is my 5.0 after I detailed it. It was a week old. The dealership they had it transfered from left it under a tree apparently. It had tons of sap, rail dust, and heavy swirling all over. Took me a week to finish it with my work schedule. Probably 42hrs in the paint alone.

I use a buffer for all including the wax. The only time is when I spray sealer that I just wipe it with microfiber cloth by hand.

Using a porter cable is child's play, anyone can do it. However, I think the biggest gains are from cutting compounds to remove swirls. Applying wax is whatever really. I always apply my wax by hand.
