Just had a class for work on issues like this for fords So I will share what I remember. You have ok oil pressure down where the port is but what about at the head(s)? I know on the older 3 valve motors they would have good oil pressure at he sender but by the time it got to the head on the passenger side It would be well below what was needed for the Phasers to funtion correctly. I am not sure how you could check it on the 5.0L but the 4.6's had a oil pressure port on the back of the passenger head. Just my thoughts.

The issue turned out to be high oil pressure in the passenger-side head, caused by some sort of debris in the oiling passages. There's more detail over in my build thread.
