Mostly, yes. I have cats, cai and tune. No emissions disabled. Engine is 100% stock. This configuration would pass visual and plug in test till now. Not sure what the future holds thanks to the "delete" crowd. After this weekend, the stock airbox is likely going back on as CAI proved to have no significant advantage.So I take it your car is stock then

No clue what your laws are as far as emissions and testing. The EPA will never come to you. lol
The problem is that, in addition to turning off rear O2 sensors in the tune, the MIL eliminators as well as the O2 sensor spacers are also illegal as they mechanically manipulate the exhaust sampling O2% to the rear O2 sensors lower than what the front O2 sensors read\measure to "imitate" a good cat's operation concerning O2 storage ability within an exhaust that has no cats present or bad cats that are present....thus is also considered a "defeat device" by the EPA.Inevitably you'll get a CEL with downstream O2 sensor codes but there are ways to remedy that. You can either have those sensors disabled in the tune (the EPA won't like that and a US based tuner would face a heavy fine), install MIL eliminators, or add O2 sensor spacers to position the downstream O2 sensors out of the exhaust gas stream.

Ps: my supercharged 91 is also compliant and passed emissions. I have all the applicable stickers for emission compliant mods on the rad suport. Now it is an antique, and visual inspection only
It is a grey area that would be overlooked. Now that grey area is shrinking to nothing but black and white. Due to those who wanted to delete emission components. It may end up that factory stock only will pass smog.So running a non-CARB CAI and tune is not against EPA emissions regs? My car has always passed smog testing.
