People who have removed their tail lights, what is the black sticky stuff?

There is a substance on the studs, it's like rubbery tar but it keeps them from backing out.
I can definitely make use of this stuff with other parts that don't have to be super tight. (rc cars, paintball guns etc...)

What is it? it's not threadlock.
I've searched and couldn't find the answer, I want to buy some!
