Absolutely. Mr. Puhn's formula only addresses the two largest contributions to bar end deflection, center section torsion and arm bending. There are several other little components of overall deflection, but in most cases his formula only over-estimated bar stiffness (relative to including more terms) by maybe 5%.The true rate, as you know - is likely to be on the softer side of the "Bar" ratings that we, as well as OEM, typically use and provide/advertise.
Anybody who could reliably notice a 5% change in bar stiffness and identify where it was coming from is either a test driver or might do well to consider a career change.
Now I'll tell you that I threw a couple of your sets of dimensions into a spreadsheet of mine that uses Puhn's formula as a sanity check, and damned if the numbers didn't match Puhn right down to the exact same lb/in. That book of his is still a good reference.

. So I gotta ask, do manufacturers work something out so you get a new version to create parts on early, or you are stuck waiting for the public release date/rush of buyers?
