Need help with Fore Fuel Hat

I have installed a Fore precision fuel pump hat running two gt pumps and not getting any pressure. I can hear the pumps turn on and my pressure gauge will spike at about 10 psi and then return back to zero. Should there be an internal check that keeps pressure on the system and not let it bleed back into the tank? We pulled the pump out of the tank and ran it in a bucket and seem to get quite a bit of fuel comming out of the return line on the bottom and out of the line where the tank bypass hooks up. Any information would help.

Im not sure , but it seems like if you are only running two pumps then the port for the third one should be capped off on the bottom and top of the hat . Is it ?

It is just a straight thru fitting and plugged on the top.
