Only in low RPM's when the oil pressure is low. In higher rpm's the cams are already pushed into place that they get locked out at if you were to lock at full advance. The cams only change with oil pressure. Once you reach full advance, it stays there until the oil pressure drops.
It was under my assumption that by locking the cams you are loosing both HP and torque, not just one or the other...
This may be true in some cases, but not all. HP is a calculation of TQ and RPM. You can have a loss in TQ but still be gaining HP if the RPM's are climbing fast enough. This is why most define it as a loss of TQ, not HP.
...and by putting in limiters you are limiting the amount that the cam is able to rotate and loosing a little or maintaining the amount of HP and torque that the engine makes. Is that accurate? I don't mean to sound like a dick if I am coming across that way, just trying to learn.
That is a confusing question. LOL The purpose of the VCT limiters is to limit the amount of mechanical advance/retard in the cams to prevent valve/piston impact. I don't think you will "feel" and may barely be able to measure the difference between limited and locked when tuned optimally.
I always recommend lockouts. Beats having to spend another 5 to 10 grand on heads or a long block because the limiters didn't limit enough.
I see what your saying. I may do an oil pump just for peace of mind and it will help me when I do take the next step with the build eventually.
Sure. I mean I didn't... but that doesn't mean you can't or shouldn't. I was simply pointing when I would see mechanical justification for it. Nothing wrong with installing a better oil pump. Sometimes piece of mind is a better justification then any mechanical excuse we can see. LOL
