The RPM act is about pure race cars built from street cars. It'll do nothing to help street cars that sometimes race.

"The RPM Act is common-sense, bi-partisan legislation to protect Americans' right to convert street vehicles (cars, trucks and motorcycles) into dedicated racecars and the motorsports-parts industry's ability to sell products that enable racers to compete. The bill clarifies that it is legal to make emissions-related changes to a street vehicle for the purpose of converting it into a racecar used exclusively in competition."

and....

"The RPM Act does not interfere with the EPA's authority to enforce against individuals who illegally install race parts on vehicles driven on public roads and highways and the companies that market such products. Tampering with the emissions system of a motor vehicle used on public roads is a clear violation of the Clean Air Act."

So, under the RPM Act . . .

Basically, any modification that increases power makes it a "race car", then. Cold Air Intakes, Lower Restriction Air Filters, Lower Restriction Exhaust Components, Camshafts, Turbo's / Superchargers ( other than factory original, with STOCK Boost levels ), Non-Factory "Tunes", etc, etc, etc . . . ALL could be construed to be "race-car" items, eventually.

The bottom line is that this hobby will get out of financial reach for more and more people.

I don't want it to get to the point that we will only be able to chose from the same 6 legal parts as everyone else and all be capable of running the exact same times as everyone else. This is equally as lame as saying you can lift weights but you are limited to lifting the same weight and the same number of reps as the weakest noodle in the gym.

This is just another tactic in the war on the private automobile.

The goal of Progressive Socialism is the removal of "status" from Society, where no one has more economic wealth ( or is faster ) than everyone else. Once things, eventually, evolve from Socialism into full-blown Communism, "private property" ceases to exist and everything belongs to the "government", with people "having use" of it. "Utopia" does not exist and the effort to achieve it will fail, dismally. Unfortunately, everything we "know and love" will have been destroyed under "scorched earth" policies and there will be nothing left to "go back" to.

^^^ yup, I covered the street car vs race car in an earlier post. lol
And you nailed it with the noise attracting unwanted attention.
Its much the same with motorcycles. Ppl got pissed at the open pipe bikers. And thus we now have sound level testing standards established. Enforcing keeping the stock mufflers is impossible, but technically just as illegal to removing cats. ;)

Swapping out stock mufflers isn't illegal. Removing any portion of the OEM catalyst equipped emissions system is what is technically illegal according to the clean air act. Aftermarket mufflers have no negative effects on emissions nor are directly related to the OEM catalyst system.

Of course, a couple of holes in the converter(s) probably means that it no longer functions correctly and must be replaced.

Also, since catalytic converters are commonly stolen for their Platinum content, that might be another "unfortunate event" . . . Just saying, hypothetically !

Example a Ruger Mini 14 in wood trim wasn't banned because it didn't have a pistol grip or retractable stock. Despite it using the same magazines, ammo as the AR-15s that were banned.

Just for the record, their magazines are not the same.

Also, the wood-stocked, folding butt-stock model did have a "pistol grip".

True but either way illustrates my point that when people who have no idea what they are talking about make the laws they make no fucking sense.

Yep. bunch of thieves hit the local UPS facility a few years ago and made away with bunch of them
