I think Simon has some good ideas. Check the valet screw; it's there to prevent movement and keep the valve open.
Actually it keeps the by pass from closing.
with the car not running the by pass valve should be extended and sitting on the little valet screw (Horizontal to the supercharger). When you start the car it should be sucked back towards the hose (vertical to the supercharger)
